[RELEASE] vRP_wanted | Want criminals through the menu!

This release allows police officers to want criminals through their police menu. You can want a person by either their name, registration number or their plate.

Installation instructions are included in the github, and are quite straight forward. The resource is currently in danish, but can easily be translated in vrp_wanted/cfg.lua.
