Yes it use TP to enter interior, the interior itself located under the building.
The map mod I used in this video you can see on youtube discription.

the map is Madrazo ranch… i know he didnt say specifically the name… but you can find it all over the place.

MLO’s don’t need to be enter able for it to be an MLO.
He’s just using an IPL. No biggie guys. No reason to chop him up about him using a teleport to get into the IPL. Most likely his first time trying to do something different. 
Pay attention to his location display when he’s in the garage. He moved the interior. However, you can tell when someone has a server that isn’t busy. All of them replacement naturally spawning cars and ymaps and no lag.
It looks good, but isn’t practical in the least when it comes to a server.
