It only appears when I add the Kush Park Drift map. It affects the vanilla dirt in the same area, but not the whole map so its pretty strange. I only have QuantV installed.
maybe because your server uses too many add-on textures ( cars, mappings, or clothes pack ) and adding this map overpass the limit so it does that, try to remove others mapping and try it 
Any updates for LOD´S?
This was the problem. Fixed. In any case, the map is beautiful and always has been the best drift map for this game. I too would love an update or option to increase LOD loading distance since I appreciate why xXKushXx did what they did.
I think for the case in higher-end systems, an option to increase that would be cool if possible.
i haven’t made proper LODs yet, its a pain to make all the lower poly mesh and textures for the vert painted areas 
I have these files, they extend lod but it still doesn’t load in from really far away, just fixes what a fivem update did to them

if you want to force it to spawn at all times you can edit those,
Increase the hdTextureDist and lodDist values in the .ytyp’s and the lodDist in the .ymap’s,
then can set as high as you want

would that be done on codewalker bud ?
If you want to edit them then yeah, you will need to use codewalker or openiv.
or if only want to use then just drop the files into your kushdrift “stream” folder
