[Release] [For Developers] BAC Framework

This is gonna be a quick and easy release of a plugin i had worked on a while ago, it still can be improved so feel free to clean up the code and work on it more. It adds 2 events, that can manage your BAC levels.

I’m pretty sure it’s Blood Alcohol Content. Although it may be both.
