This ended up being solved by deleting the digital entitlements folder. Hopefully that helps anyone else that encounters it.

Where do I delete this digital rights folder?

I believe it’s in your app data folder, can’t quite confirm while at work. Either local or roaming. Open a folder and in the path you can type %appdata% to get there quickly.
