Did you try to disable/uninstall your Anti-virus? yes
Did you start Rockstar Games Launcher not as admin? yes

Also add what you already tried so far.

uninstalling and reinstalling rockstar launcher
deleting the cache folders in the data folder
confirmed that RedM is pointed to the correct file path for RDR2
Played through RDO tutorial to get to actual online access
graphics drivers are updated
