Downloaded rdr2 and redm, tried to play
What server did you get this issue on?
Goldrush RP ( also just main menu of redm)

Also add what you already tried so far.

I have updated all drivers, BIOS, cpu, etc.
Uninstalled steam, redm, and rdr2. Then reinstalled.
Made sure everything is through the correct GPU in display settings (High performance)

When trying to play through steam on normal online, things act fine. Through redm, it creates lag of around 3fps. It will use only 3% of my gpu during this. It renders it unplayable.
