If your garage saves the “wheelHealth” (base game health data) then yes
For some reason when you use a repair kit on the car to fix the wheel it wont spawn one back on?? any ideas on how to fix it.
Make sure that the repair kit sets the engine and body health to 1000.0
Otherwise you can use one of the events available events (see the editable client file for those)

1- can you help me set an item (ex.: an tyre item) that when its used it will fix the near tyre ?
2- im having some glitchs where the tyres just disappear for the driver, its no damaged, they just disappear but the car will still move with no problems and for the other players the car is normal, with all tyres. how can i fix this ?
