Which antivirus/firewall software are you using? Avast
Did you try to disable/uninstall your Anti-virus? Yes

I have tried deleting and reinstalling FiveM twice and tried reinstalling Social Club through the installer that is included in the Steam version.

I fixed this by verifying the game file integrity inside steam. Here is guide on how to do it if you are stuck

What if I have a social club?

Then you need to do this:

1. Open the Rockstar Games Launcher
2. Log in to your Social Club account
3. Click on Settings in the top right corner
4. On the left where it says ‘My installed games’ click on Grand Theft Auto V
5. Then scroll down until you see an option saying “Verify game file integrity”
