Questions about Setting up a FiveM server. Can I even run it?

So, me and my friend want to start a gta5 modded server. It’ll just be us… My question is, to make a server, does it cost anything? How many mods can we put in it? Can my computer handle hosting a server? Here are some of my computer hardware.

Processor: Intel Core i5-3570K CPU @ 3.40GHz
Ram: 8 GB
Graphics Card: AMD Radeon R9 200 Series

Could I run a FiveM Server?

Also, could my friend run GTA5? She has a Inspiron 3505 Laptop with a AMD Ryzen 5 3450U with Radeon Vega Mobile gfx.

Yeah, low player counts would work fine.

This hardware should run the game fine at comparable performance to console versions.
