I’ve come to you because after many hours of searching I can’t find my answer.
I’m a well-known web host and would like to know if I need special authorization to host FiveM servers? Whether it’s free or paid, I don’t know if it’s possible without authorization. I know people who have had their IP blocks blocked for doing this.

The only authorized provider for hosting FiveM game servers is ZAP-Hosting. This decision is final, and there is no option for negotiation with Cfx or Rockstar.
As outlined in the PLA, section 5.8, the URL directs to FiveM - Server hosting, confirming that Tebex is the exclusive monetization provider, while ZAP-Hosting is the sole Game Server Provider.
With what Yorick said, you are more than fine to provide general hosting services of any kind as long as FiveM (or Cfx) isn’t mentioned or even alluded to anywhere regarding your hosting service. There’s no way around this restriction at all.
