I recommend you install Luxart Vehicle Control
This lets you turn on and off your lights sepretley from your sound. Also overrides glitchy interferences alot of the time. Also, check your permissions.cfg and find where it says turn off vMenu siren control. Here you can easily tell vMenu to take no control of the siren and emergency lights.
