What is the issue you’re having?
When I go too fast in a noclip or in a car, I have a drop in FPS and I see players, NPC and vehicles flashing/blinking

This is a pretty typical issue on servers using unoptimized custom assets. Make sure to increase the “Extend Texture Budget” slider (in your FiveM game graphics settings) to the right a few ticks, then try again; if it keeps flickering, extend it a few more ticks. With a 3050 you shouldn’t need to bump any settings down, but if your FPS takes a hit feel free to do so as well.
Alright, that is a clue, although I don’t particularly understand how packet loss would affect entities that are owned by your client unless the server is configured to not “trust” the client, which is not seen often to my experience. I would suggest bringing those findings to the server staff of the servers you have the issue on and see if they can be of any more help.
