Just edited a bit of code with the help of guys on the discord.
Just sets the time to permanently midnight and always Halloween weather.
It’s a client side lua.
It’s basically this script[Release] Permanent Snow on Server so shoutout to @Mikeeh I’ve just tweaked it to be a lot more spooky!

This is a really cool clientside mod. It’s going to be handy for anyone that makes FiveM Videos and that wants to make FiveM look like Halloween because it is so close to Halloween.

It makes Halloween even more sppppooookkkkyyyyy… window opens because of bad winds and then you hear someone crawling through window
