I am trying to play FiveM and sometimes it is fine, other times I have issues, such as the map semi-disappearing so I cannot see what it ahead of me, or sometimes the menus take a really long time to load or are really laggy.
I have a i7 processor
16gb ram
Nvidia GTX 1060 3GB GPU
Should this suffice? I have cleared my cache and it removed 18GB of data - is this likely the issue? I am yet to jump back in game, I will try later to see if improved, but interested to hear peoples thoughts on my PC spec.

Your specs should be enough for it to run decently. there is a lot that can factor in to make these things happens such as the servers resources itself and the connection between you an the servers.
This is likely because the server owners have added inefficient content to the server(s) you’re playing on and they ignored the warnings on server startup telling them not to.
‘Clearing cache’ has no relation to this and doesn’t ever do anything beneficial. At worst, it’d worsen issues like the ones you’re experiencing.
an i7 is at minimum a 4-core processor so should be more than enough, the 1060 being only the 3GB model should be just fine but depending on the server and how much they like to throw around poor quality streamed assets
