You can achieve what you want with one call : https://runtime.fivem.net/doc/natives/?_0x1913FE4CBF41C463

E.g. : SetPedConfigFlag(PlayerPedId(), 184, true) will disallow the ped to shuffle to the driver seat. Please note that this is linked to the ped. So each time you are recreating the local ped, you will need to reapply this.
