Added a new system for rendering videos via render target. (generic_texture_renderer_gfx is no longer needed)

Added option to enable the feature that allows to use all TVs only for people who have permissions, you can enable this feature in config Config.EnableControlPermissions
How do we delete the tv from car?
Via database for example. Depends on your configuration.
