No, children in GTA in general.
theres a reason behind having no Children in GTA 5.
And what reason would that be?
Simple Answer: because you could kill them.
No GTA ever had Children NPC’s in it for that exact reason^^

Dont ask me, it was Rockstar’s decision, not mine 
FiveM is (or was at least) already against Rockstar’s ToS just by itself, one of the reasons Rockstar won’t do shit is because this mod revived the game as whole, multiple people bought GTA just to play FiveM, this shouldn’t matter anyway since I cannot find anything about children in R* ToS or anything related.
Not necessarily R* TOS but laws in many countries, if GTA had children models that could be harmed the game would be banned in many countries
No one cares about a child ped being released for a modification of a game, no one.
