Verified files with steam, Restarted PC, Disabled AV / firewall, logged in to rockstar through steam again, GTAV Online works, Checked network, verified NAT, checked for outages. Installed clean Version of fiveM.

This particular error was temporary. There was an unreported outage that caused it.

It has resolved itself when the service was restored by CFX.
