Hello, I am creating a Fivem server, but I have several questions that I cannot solve, for example, the Voice Chat issue, do I have to use a Team Speak server to be able to use voice chat? In that case, how do I associate it with phone calls to make it work with gcphone? and the other question is about the respawn with the last location, because it does spawn me in a random place on the map.
Another question is when he bought a police car, he charges me the money but he doesn’t give me the vehicle.

You do not need TeamSpeak, FiveM has an VoIP built-in using Mumble

There are several ways to get your voice working
To ko voip - - - > TeamSpeak ( extra charges and many more issues, i dont recommend)
Mumble voip - - - -> Default voip system
Esx voice - - - > esx configuration of default voip
And all of these need configuration on gcphone separately, if you turn on gcphone webrtc, you’ll get a good voice separate from fivem on your phone or, using mumble voip you can connect your fivem voip with your gcphone and many more, if any other questions, feel free to ask 
What is esx voip, as far as I know esx_voice is only a resource to change the ‘voice distance’ and still uses the underlying voice e.g. Mumble

Yeah, so your server already has it, you have the default voip, by getting patreon Argentum and above you could have the 3d voice as well and for controlling the voice range you can use mumble-voip or Esx_voice if you are using esx.
