Which antivirus/firewall software are you using?
Windows Firewall, Avast Anti-Virus
Did you try to disable/uninstall your Anti-virus?
Yes

Also add what you already tried so far.

Deleted GTA 5, Re-Installed
Deleted FiveM, Re-Installed, Even Tried to install it to a different drive
