Open cmd.exe in elevated mode, run the following two commands one after the other:

netsh winsock reset
ipconfig /flushdns

Then restart your PC and router. If that did not help, try joining other servers for a test. If it’s that specific server you cannot join, either contact your ISP for help or use a VPN to play
