But he haven’t registered on his pc yet.

Which “registration” are you talking about? R* Social Club?

The IP the forum can see is from the network, not his pc. Is he using some shared network or does your ISP assign a lot of people to one IP? Looking at your account there are also a lot of people registred from that IP

What is your friend’s ip address? Is he using a public wifi network or hotspot?

No worries it’s probably your ISP assigning multiple people the same ip address, this is normal

You ask your friend his ip, he can see by googling “what is my ip”
