Which antivirus/firewall software are you using? Norton AntiVirus
Did you try to disable/uninstall your Anti-virus? I have tried to install FiveM with it turned Off

Also add what you already tried so far. I tried to wipe my PC and re downloaded gta twice, and once with the epic games launcher
