Correct me if I am wrong, but this does not seem like something we can help with. He should probably contact support on that one.
It entirely depends on the situation and information he/she (hopefully) provides. Lots of people like to game share via steam which is usually the main cause of the issue because their GTA 5 Game license is the same on both accounts. If it’s something like that, then we can inform them of it and they’ll have to either buy the game on the secondary account or just deal with the linkage. There are scenarios that require said person to contact support, but it’s usually the game share that causes this issue.
AFAIK shared accounts don’t even validate, so that’s not related.
Odds are they are using the same rockstar account.
This is why filling out the support template is important.
