It only “stutters/flicks” when mouse input mode is set to windows but i want to use windows because im already used to it and without it i cant aim

Right, that’s a tough one…
I would say switch the rendering mode (if it’s on Fullscreen go to Windowed and vice versa if it’s the other way around) for a start and see if that helps.
As an “off” guess, change the priority of FiveM’s .exe process in Task Manager - this very likely won’t help, but if I understand the rough cause correctly it has a chance to.

So i Did all of that and i even tried Changing The directX Version
But None of that fixed it i checked if its an FiveM bug but its not it appears in normal GTAV
I Also tried deleting Reshade and it also didnt do anything
