I’ve play gta v for a while but never hosted my own server / played on an rp server (played on xbox 360 when it launched) Ive recently taken an interest in hosting a gta v server but I’m at a loss when looking over the mods, for an rp server are there any core or meta mods that are required for that type of server?
With GTA 5 server, I assume you mean a FiveM server.
To get your server up and running, there is a guide here: http://docs.fivem.net/server/, for any additional information you can use the server tutorials section on the forums.
Check out releases for a whole bunch of resources you can install on your server, resource documentation should give you insight on how to install these resources.
If you ever want to create your own scripts/resources/mods, then head over to http://docs.fivem.net/, which cover the keypoints of developing your own resource, in addition you can use modding tutorials for in-depth guides on specific topics.

Ive already got a server up using fivem. What i was asking if i make a fivem RP server are there any required for the rp server like is there a certain jobs mod that is standard or is it purely up to the host choice how they “craft” their server with mods?
Exactly as you said; It is up to the owner how the server is built. Find the things you want and install them.
