The lore:

For decades, Cayo Perico was known as a secluded tropical island, far from the chaos of the mainland. Everything changed when an unknown virus was discovered in Los Santos.

At first, authorities believed the outbreak could be contained. Entire districts were placed under quarantine while scientists searched for a cure. As the number of infected continued to rise, the government launched an emergency relocation program.

Because of its isolation, Cayo Perico was chosen as a safe haven for the remaining uninfected population.

Massive construction projects began across the island. Residential buildings, warehouses, medical facilities, and essential infrastructure were rushed into development to accommodate thousands of evacuees. Day and night, workers raced against time, hoping to finish the new city before the virus reached the island.

But it was already too late.

The infection spread far faster than anyone had predicted. Supply lines collapsed, evacuation ships stopped arriving, and communication with the mainland was lost. Construction crews abandoned their equipment where they stood, leaving behind unfinished buildings, deserted work sites, and silent streets.

Within days, the virus reached Cayo Perico.

The evacuation project was abandoned, and the island became another forgotten casualty of the pandemic.

Today, nature has begun to reclaim the unfinished city. Rusting cranes tower over empty streets, abandoned construction sites are overgrown with vegetation, and every building hides the remnants of a desperate attempt to save humanity.
