First, check the resource monitor and see which (if any) resources are running like ass. It may just be bad server side scripts.

If all looks good there, I’d recommend trying to isolate the offending graphic setting and then go from there. First, establish that it’s your settings and that you can get good FPS at all by turning all of your graphic settings down to normal (or even low). Then play in the city, around lots of other players and vehicles, as well as in a location where there are no other players/vehicles, like on top of a mountain or something. Note your framerates in each location and the location itself, and make sure you’re running smoothly with the settings turned way down. Then, start to tune the settings back up, checking as you go, to see which setting and where on the map your frames start to drop again. Test at the same 2 locations as you step up the settings. This should help you figure out if it’s your settings and/or something running on the server(s) you’re playing on.

You could also set up your own basic, vanilla sever on your computer just to connect to and see if its your settings or the server(s) you play on.
