this is beacose many recources on many servers arent coded as well as they could and or arent optimised as wel as they could be. try a server whit only few recources and see if you have better fps there, if that works, try to find a smaler comminity whit a server taht has less recources
you can click on the servers name when your on the server list and then you will see something like this, and in the red circle is the recource list!

also something that could be, if your on a server and a lot of cops, whit custom copcars are close to you, [also other custom cars can do this) you can start loosing textures. and why some players can pley on a server you cant, it might be beacose some people have better pc’s or some people wont even care about it
