I have low fps while playing. I am using Natural Vision Evolved and ENB (but I used them for almost a year and I never had issues). I also get fps drops and stuttering when driving on highway from LS to prison, highway from LS to army base and near the Vinewood hills. Also some game stuttering and freezing without fps loss in Palleto.

Even with mods turned off its the same
As I stated, I used them always on FiveM and never had issues
Might be that this server is heavily modified with addons and custom items ?
It very much can, badly optimized assets will put even a NASA-level computer to its knees lol
I suggest lowering your settings - namely anything to do with distance scaling and textures - and seeing if that helps
What wondered me the most is that I don’t see fps drops when game starts to lag
I had to switch down from 8x MSAA and FXAA to X2 and turn grass and water to off to see 60fps on this server

Switching to fullscreen exclusive 4K resolution and turning on 4K scaling and setting 2x-4x MSAA/FXAA (grass and water to normal) fixes the issues I guess. FPS stabilized at 70 with GPU at 85-95% usage, 12-15.5GB VRAM and 60* CPU is also stable at 20% usage, 60*
It is probably server side issue since I push over 100 to 144 fps in other servers that are better optimized
