Hop on a server, set all gta graphics settings to normal, then restart fivem.
You can also search youtube for something like “Fivem better fps” as I know there are some settings you can change on your pc as well as steam, and there are tons of videos on the topic.

Check your fps count on other servers. It could be related with server resources.
