[LICENSE] License Clarification (FiveM/RedM Changes Against Terms?) Issue #2239 on GitHub

I found this issue very interesting.

It seems that the current LICENSE in the FiveM repository makes part of the code proprietary, forbidding any changes by the community, which could affect forks and community efforts.

It would be nice to know, as there seems to be a more significant focus on getting releases to have appropriate licenses.
