License ID Change Failed - Steam ownership verification loop

What is the issue you’re having?

I cannot set my other linked identity as my default license.
On idm.cfx.re, clicking “SET AS DEFAULT” on my Steam-linked identity opens
“Steam Ownership Verification Required”. I log in with the correct Steam
account, and I immediately get “License ID Change Failed. Please try again.”
This happens every single time.

Current default: license:098114b9d3f07d6ab2ba03679ecade0dac318d5e
Target identity: license:fc2b841d34982968308083b2cd178db357ae342b
Linked Steam: steam:11000013fe9ab1e (SteamID64 76561199032544030)

The Steam account I log in with is the exact same one linked to that identity,
and it owns GTA V.

What have you tried already to fix the issue?

  • Deleted %LocalAppData%\DigitalEntitlements
  • Deleted FiveM cache, server-cache and ros_launcher_* folders
  • Deleted ros_auth.json and ros_id.dat from AppData
  • Re-logged into Rockstar Games Launcher and Steam
  • Steam client installed and running in the background
  • Steam profile set to public
  • Used a fresh “Change Default” link on each attempt
  • Tried in a private browsing window with only Steam logged in
  • My Cfx.re account Connections page shows no Steam connection to unlink

What server did you get this issue on?

Not server-specific - the failure happens on idm.cfx.re itself
