You can’t use irl brands unless you have agreements with those irl brands. For example if you got permission from Ford you could. That’s likely not going to happen.
For cities, police forces, etc it depends on the jurisdiction, organization etc. Some countries protect their police force, armed forces, etc logos with trademark, some do not.
City names are probably okay but LA may protect its media under certain IP law.
