I am playing on this server know as FivePDRP which is a absolutely terrible server with a declining member population, and I noticed they had “Donator” Categories and i played and stayed on the server a bit and figured out that if you wanted to use 100 addon vehicles you would have to pay around $50 dollars to use them, and keep in mind almost all of those are free, then there is Supreme Donator where you can pay $100 dollars and then you can use another like 300 vehicles and most of them are free on the website. And if they are truly for donations, they would have fixed a lot of stuff, but i dont believe they are using those donations the right way, there server is dying out and they rarely try and change stuff for the better.

It isnt. Server owners are allowed to monetize the sole usage of ANY content on their server (as long as they are legally using said content on the server). Of course, if they try to resell this content to other servers, that would be against the ToS.
Also, I advise you to refrain from naming and shaming servers like that. It brings drama that is utterly unnecessary.

no not really there staff team is just filled with 15 year olds and they cant manage a server

Look at it the other way - you are paying money to use that vehicle on that specific server. You’re not paying for the actual model, but you are paying for the privilige of using it.

See the “Addendum D” - as long as they are providing the services via Tebex, it’s all within legal bounds (again, as long as they are rightfully using and are allowed to use this model on their server)
So i can charge people to use a free car on my server if i wanted too.

Correct - if you want to do that, at least as far I am aware, there is nothing stopping you from doing so.

There is nothing in the Fivem Service Agreement that says they can’t do this, they can charge as much as they like for whatever they like as long as they are using the tebex platform to monetize their server. The tebex rules state the following
No content being sold may give any player an advantage over any other player on the server (i.e. not ‘Pay-to-Win’). Allowed content includes priority access to full servers, cosmetic enhancements, map-vote rights or server-wide affects.
Giving Donators access to Addon cars from GtaV mods is completly fine and many, many servers have been doing that for a long time.
The cars are property of the mod creators/publisher on GTA5-Mods, and in case they ripped those car models from other games, they are also property of the developers of those games. So, it’s probably not against the FiveM ToS, but I’m sure it’s not completely legal to sell those models without the authors’ approval.
Let’s say a server is selling a Toyota Camry that was ripped off a racing game, made compatible with GTA 5 by someone and published on GTA5-Mods, but they are selling it via Tebex. According to the FiveM ToS, it’s probably OK, but the maker of the racing game from which the car was originally ripped off, is able to sue that server, although very unlikely they would find out, and they would almost certainly win that lawsuit since the server is making a profit.
