Which antivirus/firewall software are you using?
Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far. reinstalling five m and gta 5

8gb is cutting it close, the reason its ok in GTA5 Online and GTA5 single player is because it does not have servers that use unptimized resources causing high memory usage.

having 16gb would be more ideal.

open task manager and see what your ram usage is while in FiveM.
