I have been having this exact same issue since the client update yesterday (Dec 1st)…tried deleting cache, uninstalling FiveM and GTAV but none of these work so save your time with this folks! Hopefully another FiveM update comes out to fix this ASAP!!
What’s the encoding of your username directory? It seems like it’s invalid UTF-8 (legacy encoding such as Shift-JIS might cause an issue here) in the log file at least.
(C:\Users\うちゅう\, apparently - it might be a workaround to temporarily move FiveM to a directory without multi-byte characters until this is fixed, or change the system codepage to UTF-8 instead of Shift-JIS)
