I cant uninstall FiveM

What did you do to get this issue? i tried to put back fivem folder form my E: dics to my C: disc and now i cant turn on fivem or uninstall it
What server did you get this issue on? none

Did you try to disable/uninstall your Anti-virus? yes

Also add what you already tried so far.
i tried to uninstall it my way (deleting all the files i could find), but i still have the same issue and the issue is that whenever i try to download fivem again from fivem.net it just downloads 2 mb update and then nothing happens
