I encounted this issue tonight after trying to connect to a server, i then tried to reinstall FiveM fresh, and had the same issue.
What worked for me,
Made sure steam was Updated,
Made sure GTA V was Updated,
Started GTA V and found it was a fresh start to the game (no save file.) so i played through the first two missions (after you return the two cars)
