In that case you’re left with doing a clean full reinstall of both GTAV and FiveM for good measure, I’m afraid. Make sure to not install any mods to either.
Then you’ve got something messing with your files, somewhere. Are you 100% positive you’re not running any third-party antivirus software? Also, make sure to do a full malware scan, just in case - Malwarebytes in the choice if you don’t know any.
