I believe you just asked this in the FiveM discord, but in case I have you confused with someone else I’ll answer it here too.
According to the FiveM ToS (which can be found at https://fivem.net/terms), servers can collect money for whatever they want as long as the funds collected go only towards server hosting costs. If the funds collected do not go towards server hosting costs, that server is in violation. However, you have to have proof.
If you have proof that a server is in violation of the FiveM ToS, you can report them (with all evidence) to support@fivem.net
