How to give only certain players, access to FivePD

So my friends and I have setup a Qbcore server in FiveM. We have decided to have player civs as well as have FivePD in our server. We have FivePD in the server and functioning, However im stuck on how to give only certain players access to the FivePD functions such as cad, menus, etc. Any advice on this topic is appreciated. Thanks
