So for the whitelisted servers and anything that requires the user steam HEX ID to give the user extra permissions, I found an easy way to get your Steam HEX ID without any converting.
1- Visit http://vacbanned.com
2- Head to the search bar, type your SteamID or the Steam community ID.
3- You will find your HEX ID in the [ Steam3 ID (64bit) ] category.
