How to add custom clothing to FiveM server HELP

Hey guys! So me and my friend are making a australian NSW based fivem server. We understand everything expect clothing. I feel like we have tried everything but custom clothing isnt working Please Help

we thought this might work it didnt

and before that we did just try using GTAUtil and that didnt work. We have watched so many tutorials idk what to do
