How to add Client Side vehicles and models?

Ok, so before you tell me to go look at the tutorials, I have. It didnt really give me instructions so i was wondering if anyone here can give me like a step-by-step guide or even video explaining the steps to add custom vehicles. For example, if i want to install a police vehicle using the police2 slot what would i do?

Also, if you know how to, if possible, how would I go about adding custom models as well?
