How do I use .rpf files in my fivem mods folder?

Hello,
I’m trying to learn how to convert/use .rpf files in my fivem mods folder that actually work in-game.
For example I want to use Vanillaworks Extended Pack [Add-On | OIV | Tuning | Liveries] - GTA5-Mods.com in-game so I have better looking vanilla cars.
An optional one I’d like to learn, is how I can make my own .rpf files to put in fivem mods folder.

Any help is appreciated, thank you.

Their archives that OpenIV and other tools can extract after you extract add the correct files to a /stream folder pop in a .fxmanifest.lua fill it out should work out
