You can try this
nopeds.zip (629 Bytes)
You can modify in nopeds.lua one of the values to get less or more peds, it’s now on 0.0 which means no cars or npcs

just download traffic adjuster through ZAP, you can remove PED and Cars there.

It should work, unzip in your resources directory and add start nopeds to your server.cfg
