I started a own server and if I click on the button to open The cellphone nothing happends. So I need to install a cellphone on the server.
But how do I install/put a working cellphone on the server?

For that to work you need to install a framework like esx or vrp that is how you would get a phone

You don’t need a framework for a phone resource.
There are a couple of resources that require esx or vrp (like gcphone) but also ones that don’t (like venom-freemode’s native phone). The latter requires knowledge of coding as you need to adapt it yourself. The former is easier but you need to know how to setup the framework + resource.
Either way, you don’t need a framework
Then He/She if they would like help should be more clear on what they are wanting the phone to do but im not going to get in to that on this topic.
What is The Phone do in online mode? So I think not to explain wat The Phone Needs to do. Same option like multiplayer. Call 911, call friends, etc like The multiplayer options
