Every time a player joins the server runs with a ping of 1500 or higher afterwards, can someone explain me why this happens or how, but after some time (after about 10 minutes) the ping goes back to a 19ping and stays below, can someone help me fix it ?
The server is hosted from home.

This sounds like your upload speeds are dropping at times. What is your internet speeds?

Yeah there’s your problem right there, your upload speed is too poor, cause I have 20mbps but it’s not enough to help load other assets for player’s, cause it requires constant upload speed for players to load assets within the map. Hence causing it to spike at 999ms at times.

That’s not going to resolve any issues actually, your upload speed is just that poor. If your on a budget I recommend checking out a hosting company.
